Published when the Resources switch is on. While it is off, GET /api/v1/resources answers 404 and the capability is not in /capabilities.json.
GET /api/v1/resources returns { "data": [...] }, each item with:

A listing is a pointer, not an endorsement or a trust claim. Check each resource yourself. The page for people is duskstate.dev/resources, where referral and affiliate links are labelled and marked rel="sponsored".
